I cannot connect to it, it says Can't reach server" on the server selection, is it my end? or is it down?

How can I fix this?

I cannot direct connect either on both ways I get Operation Timed out if I try to enter it.

Operation timed out would be your end. Check your internet, wait a while, don't worry about it. It should fix itself.
