Ok so my friends and I want to play Minecraft in school. 1 year ago we played it and it worked just fine over hotspot. I setup the hotspot, they connect to my hotspot, and when they enter Minecraft it worked fine. Now on update 1.9.0.5 beta I setup hotspot, they connect to my hotspot and if I launch a already created world before, it won't show up in friends list. Now here's the twist if I create a totally new world it would actually show up in friends tab and they can join and it all works great we can do everything. And if I than exit and enter again in the world it won't show up. So it's basically one time only.
Cellular data switch is on.
I don't know if we are doing something wrong or it's maybe the beta and it's buggy .

Stick to full releases or report the bug to Mojang.

I had the same problem and I found a way to make it work !
Just follow this few steps :
1. A player creates a hotspot (not the host)
2. The person who hosts the world connects to it
3. Then the host needs to launch minecraft and start the world you want to play on.
4. Now under the parameters of the world, visible to lan should be enable !
5. The host needs now to disconnect from the wifi and start his own hotspot.
6. Then all the other players should start minecraft and connect to the new hotspot
7. The world should be visible now and you should all be able to join !
I did this while disconnected from my xbox live account but maybe it works while connected.
I also noticed some issue with Minecraft, It crashes if you launch it while connected to a wifi without an internet connection.
So if it happened you can just connect to the hotspot after launching the game.
