I've recently purchased the Windows 10 edition and have successfully connected to PE games with my kids. However, they cannot see my world when it is active. Can Windows 10 host a LAN game with PE?

Can Windows 10 version be played without going through the Microsoft Playstore app on my PC?
Are your kids playing on Minecraft Pocket Edition or are they now using Minecraft for Android\Minecraft for iOS?
It's been a while since I did it but I had Minecraft Pocket Edition (for Android) and when Microsoft released the Better Together update I got a free upgrade to Minecraft for Android which is actually Bedrock Edition, just like Windows 10 Edition.
I take it whatever phone or tablet they're using is on the same network as your Windows 10 PC?

We are using our in-home wi-fi to play together. My kids have PE.
