Please open the Xbox app and sign in to that. If you already are, sign out of the Xbox app and sign back in.
This should resolve any account issues, if the error persists, can you open Task manager (Right-click your taskbar) and go to the Services tab. Organize the list by name and look at the bottom of the list where you should see a list of Xbox services. Can you give us a screenshot or give us the "Status" of "XblAuthManager", "XblGameSave" and "XboxNetApiSvc"?
