I recently updated to Minecraft 1.7.9, and I immediately had an issue.
I couldn't see any skins! I tweeted at @MojangSupport and I stated: "Me and my friends were playing together, and I could see my skin but no one else."
They said back, "I am sorry, but I cannot assist you on this."
So I just went back to playing, and not seeing anyone's custom skins.
After a little while I was talking about it and we all concluded that I should try downgrading from 1.7.9, because it had worked right before I had updated.
So I downgraded all the way to 1.7.4, and I logged back in to the server I was previously on. I could see skins again!
I tweeted at @MojangSupport to tell them how I resolved, and they said, "I am glad it got resolved and sorry for the inconvenience I will look into it later."
So if you are having a problem seeing other people skins, and you are on 1.7.9; I recommend you downgrade to the last one it worked in. That is what worked for me and everyone else I was playing with.
I hope this helps anyone else that is having this bizarre bug. Have fun playing guys, and please reply and tell me if this fixed it for you!
EDIT: In some testing me and my friends have done; we have found that it is not a bug. Servers that are not updated to 1.7.9 do not communicate properly to the Skin Servers, and we assume that is because they have started integration for the new skin models in 1.8. I do not, however, understand why downgrading to below 1.7.9 fixes this problem. It is a very weird solution, but it is a solution.
1.7.9 was rushed....the issue with Steve is back again....
Rushed or not, that is not the issue. Servers that are not updated to 1.7.9 do not communicate to the Skin Servers properly, because I assume they have started integration for the new skin models in 1.8. Do not try to find a problem where there is non, please.
My server is running Craftbukkit 1.7.9, clients are on 1.7.9, but we are still unable to view skins.
We cannot downgrade and reconnect, because the versions are different...so that kind of throws that solution out on my end. :\
Well that could easily be a glitch with Bukkit Servers or a Plugin you are using. I heard that many bukkit plugins currently are upgrading to 1.7.9, but are not implementing the new skin server, so there is probably your solution.
Have you tried connecting to another 1.7.9 Bukkit server to test it there?

Just because you aren't experiencing problems doesn't mean he was lying. As he said in the post, he couldn't see other peoples' custom skins. Whether this included his own skin is something I do not know, but he was clearly experiencing some sort of issue. I know I have, as almost every other player skin that I see on servers is the default "Steve" skin. I can see my skin just fine usually, but it's others I can't see. Now, he could be experiencing that kind of issue, or as said before, he might not be able to see skins at all.

To add to this, the problem with skins isn't that YOU can't see YOUR skin fine, it's that everyone else, when looking at you see's "Steve" (default skin, might not be "Steve" if your using a texture pack)... So saying you see yourself just fine does not mean that's what others see.
EDIT: I thought I'd update everyone here with the news I found.
This is NOT a bug, not a server (vanilla or bukkit etc) defect, it is deliberate and intentional. The server you're trying to connect to must be in offline mode. As of 1.7.9, in preperation for 1.8 and the new naming system (UUID instead of username) they ALSO apparently are preventing offline mode servers from using the skins. I can see the point, to an extent, but sadly, from personal experience many servers run in offline mode for testing plugins, which as they've been churning out Minecraft updates left and right, sadly has left many constantly testing and working with dev's of plugins to get things going for the new version, etc..

I Solved temporally, using a command on player join, forcing player to disguise to own player using LibsDisguise and, for my surprise, is lightweight for server ^^
The reason behind this is when a server that is running (1.7.6 lest say) doesn't update to 1.7.9 - Due to the way the update was released it allowed players to still play on servers that werent as up to date. With this came a skin loading bug that caused everyone to become a Steve - this still happens on large servers such as mineplex
My craftbukkit mcpro server (1.7.9) doesn't load skins. Please find a solution so my server can keep enjoying their stay without worring about being a steve.

It would appear that the skin servers have a feature that prevents too many requests, returning the following if pinged twice within a certain timeframe:
{"error":"TooManyRequestsException","errorMessage":"The client has sent too many requests within a certain amount of time"}
I'm guessing that this indicates that the time required between skin retrieval requests must be far too high.
Oh okay thank you, there are many ideas that could associate with the issue I stated, but this one seems to be the best in my opinion. It would make sense that they are limiting server acces to prevent a complete crash, and with how many people are logging on at the same time, it must be overwhelmed 24/7. Thank you for the input.

Would this maybe explain why I've been having issues when playing on LAN with others seeing my skin?
When I play single-player, I see my skin fine. If I open to LAN, I see my skin fine. I see others' skins fine. However, they see me as Steve (often with the head backwards for some reason). It's been frustrating me.
I thought it was my skin so I tried re-uploading my skin countless times and even trying different skins, and the results are the same.
My nephew hosted a LAN game for his friend once, and the same thing happened to him as the host. He could see his friend's skin, but his friend saw him as Steve. He saw his own skin just fine though.
I can't recall for sure, but this seems to have started around the time we updated to 1.7.5, and it persisted in 1.7.9, and it's still persisting in 1.7.10 right now. Whenever any of us host an LAN game (it's usually me because that's where our world resides), the host shows up as Steve for everyone else but themself. Am I ever going to have my skin back for anyone but myself?

Anyhow.. That's why they don't work. More details can be found here, my source from more google searches. http://www.spigotmc.org/threads/skin-support-for-servers-that-are-running-in-offline-mode.16900/
