Hello, my pc info is:
CPU: intel core i5 8300 2.30GZ
Video: NVIDIA Geforce GTX 1650
RAM: 8GB
But when i use some shaders on medium or high (SILDURS) my fps drops to 15-20, i want to know if it is normal for my pc or i have to configure the game so it can run on better fps, actually i use optifine 1.16.4 on Minecraft Java Edition, Thanks!
Shaders take alot of power, so its normal for your resources to be used massively!
Via OptiFine check the settings and set them to low.

Say something silly, Laugh 'til it hurts, Take a risk, Sing out loud, Rock the boat, Shake things up, Flirt with disaster, Buy something frivolous, Color outside the lines, Cause a scene, Order dessert, Make waves, Get carried away, Have a great day!
That kind of performance is to be expected. Shaders take a very large amount of processing power, so unless you have a very high-end GPU, a low FPS count is normal. I don't know what your current render distance is, but lowering it may help your FPS a bit.
