Recently my game has been running at 30fps or below (on max settings AND lowest settings). I have already tried reinstalling drivers, removing resource packs, allocating more RAM and reinstalling the game. My game used to run on 120fps or more but after moving my computer (desktop) it has been running slower.
BTW only Minecraft has low fps while every other game can run at 120
When I brought my computer over to my friends house one day, Minecraft suddenly was running at 30fps, no matter what settings I was playing on. Earlier that day I was able to play on 120fps and above (before I brought it over).
I've asked some of my friends about it and they have been unable to diagnose the problem.

Check and see if windows reset your screen to run at 30hz if not set it to a diffrent hz rate and back to what it was ive seen windows clock it slower randomly when changing screens. also if you have vsync on in the game it will clock to your screens refresh rate

Hardware:
CPU: Ryzen 5 2600 6-Core Processor, 3400 MHz
GPU: Radeon RX 580 Series
RAM: 16gb DDR4
Press F3 ingame and check top right corner if the RX580 is shown

You showed us a part of the F3 debug screen above, but post the picture of the entire screen here so that we can we can see your specs and settings.

Windows still has both monitors set to 144Hz, other games run just fine but Minecraft is the only game that is running 30fps

I HAVE SOLVED THE PROBLEM
I changed fullscreen:current to fullscreen:1080x1920 and I ran 100fps
also don't use the FPS limit in minecraft unless you're trying to reduce GPU load - put it on unlimited and use vsync instead.
