I have a 75hz monitor, and whet i going to fullscreen, minecraft crashing with error "keyboard/mouse must be created before you can read events", and when running with fullscreen:true in options.txt, it gives error "No OpenGL context found in the current thread". When i set 60hz refresh rate, fullscreen working properly. It appeared then i update Nvidia graphics driver from 432 to 452. Update to 456 - nothing fixed. Don't say downgrade drivers.
Problem is gone when i use 1.13+ versions, on 1.12 and older, minecraft, when monitor is working in 75hz mode, crashing when trying to enable fullscreen, when monitor is working in 60hz mode, minecraft is working. Problem isn't with minecraft doesn't use 75hz, it doesn't start with 75hz
With 1.13 the build in a newer version of LWJGL - the old build maybe just don't support it
LWJGL 2 does support non-standard refresh rates as I set my monitor (actually, overclocked) to 75 Hz with no issues (I added a custom resolution in NVIDIA control panel):
Aside from the exact LWJGL version (1.6.4 uses 2.9.0), there must be something with the OP's system configuration (it sounds like they didn't have the issue before updating their driver), or it is a bug that happens in a later version due to a bug in the game itself (1.8 did make changes to rendering).

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
