So I have recently tried installing a bunch of mods to improve my minecraft experience without changing too much. These mods are:
Erebus (1.12.2 version)
Just Enough Items (1.12.2 version)
Quark (1.12.2 version)
Tinkerer's Construct (1.12.2 version)
Twilight Forest (1.12.2 version)
I installed forge 1.12.2 (tried recommended and newest versions) and installed all of the mods into my mods folder. This is how I have installed mods in the past and nothing has changed with my system.
I change my minecraft version to the forge version and everything is going smoothly.
Minecraft loads into the game perfectly but instead of taking me to the main menu, an error pops up in the minecraft client saying to run some of these mods, I need forge 1.14.x.
This is completely wrong due to me clearly installing the 1.12.2 versions of the mods and because of the fact there *is no* 1.14 version of the mods.
I then install forge 1.14 and try to run minecraft in that, but to no surprise, it says the mods are outdated and I need to use version 1.12.2 for them.
I go back to 1.12.2 and it says I need 1.14.
I go back to 1.14 and it says I need 1.12.
Somebody please help me. I have been searching the internet for almost a week now for answers to my issue but to no success.

P.S. Ignore the fact I haven't installed some core mods. I will install them later but the main issue is stated above.
Looks like OP is confusing the Forge version 14 for the Minecraft version 1.14.x. They are not the same thing. Forge version 14.23.xxxx is for Minecraft version 1.12.2, Forge version 12.xx is for Minecraft 1.10.x.

If you're trying to use 1.12.2 mods, download and install a version of Forge made for 1.12.2 (found here). If you want to play 1.14.4, download the 1.14.4 version of Forge. The versions listed for each file on Forge's website pertain to what version of Forge that file is, not what version of Minecraft it plays. For example, Forge v28.x.x plays Minecraft 1.14.4.

I have gone to the forge website and have looked at the link you sent me. This takes me to the version of forge that I'm already using, also I think it says "Downloads for Minecraft Forge - MC 1.12.2".
Shouldn't this mean it will work for minecraft version 1.12.2?
And I'm not sure if this helps, Tails1, but I downloaded some of the mods on curseforge, some I think on 9minecraft etc. I can't exactly remember though.

Well never mind chief because I installed the exact version of forge I needed, but it simple will not show up in the launcher. Wonderful.
are you sure? Because the only error I get is the one I have shown and now its just telling me to install some core mods so is 9minecraft really an issue? Hell I don't even know if I used 9minecraft... Did I use anything except for forge? Now I'm questioning my sanity
Ok last post before I kill the topic. I just researched about 9minecraft and I made sure to delete all my 9minecraft installations and replace them with legitimate ones. I will be sure not to use that website again. ty
9minecraft (and most other reposting sites) are an issue because they steal money from mod developers through ads, frequently host outdated versions of mods (or just outright lie and say that a certain mod is made for Minecraft 1.14.4, for example, when the developer hasn't even updated it past 1.12.2), and sometimes include malware or spyware in their downloads. Overall, they simply aren't a good place to get mods from. If you need to download mods, get them from their official website (if they have one), CurseForge, the Twitch launcher, PlanetMinecraft, or these forums. Here's some more info about mod reposting sites.

Where did you download those mods from?

9minecraft is a scam website.
Delete all of the mods that you got from 9minecraft and then post a screenshot/log of any errors that you get then.
