I actually solved the issue. FWIW, the windows update forced my surface 4 pro into wifi mode, even though I have the lan add on for it. Both have different ip addresses, and the crash log didn't show anything out of the ordinary.
I rolled the windows 10 update back, made sure I was on the wired connection rather than wifi, and the server started up as expected.
My surface 4 pro just updated windows 10, and the java minecraft java 1.14 server crashes immediately after launching.
Has anyone ever encountered this before, and is there a suggested fix?

That was just SO bizarre!
