The only mod I have installed is the latest version of Optifine, and while using shaders, my framerate will go from around 60-80 to 4ish, seemingly randomly. I've noticed this happens more when I near areas that have more "stuff" in them (i.e. jungles), but I can't be sure. Sometimes the shaders will run perfectly fine with great FPS for a long time, but then randomly it will freeze then lag out. I can easily temporarily fix the problem by refreshing the game (F3+T or clicking on the same/another shader pack to reload it), but eventually it happens again.
My computer is fairly up to date. I have 8gb of RAM though, which probably means not enough is allocated to Minecraft for when large chunk updates go through, which is causing the game to lag out. I do not know how to allocate more RAM, or if this is even the issue at all. I've attached pictures of the before and after. This happens with all shaders, not just one pack. Any help would be appreciated.
Memory is definitely not the issue, and "allocate more RAM" is the most useless advice that anybody can give; in fact, you could even reduce it from 2 GB to 1 GB as your screenshots show that less than 1 GB is actually being allocated, leaving more memory for the rest of your system, and 8 GB should be more than enough as I only have 3.2 GB available on a 32 bit OS, yet have never had any issues with insufficient system memory, with over 1 GB still available while playing (1.6.4 with 512 MB allocated, which still leaves plenty of room to run 1.13 with 1 GB, IIRC it used about 500 MB out of 1 GB on default settings when I last ran it so it could even be adjusted a bit lower; 2 GB is only really needed if you plan to use render distances above 16 chunks, the maximum available with 1 GB).
Also, the debug "pie charts" don't really tell you that much unless you go down into a specific section, by pressing the indicated number (1 for the game renderer, which is taking up most of the time. Here is a guide I found on Reddit that explains what some of the sub-sections mean and the implications of them being high). In addition, many people claim that this shows memory usage but in fact it shows how much CPU time is being spent on a particular thing, which has no relationship to memory.

Amazing answer, and thank you! So I went through, and something called "finish" is taking up a vast majority of CPU usage. What is this, and how do I fix this problem? Thanks so much for the info. See attachments.

Still having this issue now on 1.14.3 with Optifine version HD U F1. All the symptoms are the same and the cause seems to be loading new chunks. Given that this problem is isolated to me, I think it is a hardware/software problem on my end with some components not communicating properly, but I have no idea where to start, so help is much appreciated.
All my graphics drivers are up to date and so is my CPU and windows. As you can see from my screenshots in the past, I'm running an AMD Ryzen 5 1400 Quad-Core processor and an NVIDIA GeForce GTX 1050. Any help or pointing in the right direction for help to this bug would be appreciated. It makes playing with shaders impossible and playing without shaders is pretty lackluster to me.

For anyone wondering, I believe I have figured out the core of my issue and it is completely unrelated to Minecraft or Optifine in general. This graphics card crash that occurs for me is a result of the load being too big for the card due to it running at x2 instead of x16 as it is supposed to. Essentially what this means is that the card is either a ) installed incorrectly or not seated properly, b ) a faulty card, or c ) the motherboard is faulty. I've attached a screenshot of the issue in gpu-z. Hope this helps anyone in the future with a problem with any game.
For the screenshot, look at bus interface. It says @ x2 despite the PCIe slot being x16.

How much RAM do you have allocated? 4GB usually works good for me
I have an i5-7400 with 16 GB of 3200MHz RAM.
How do I check? And how do I allocate more?
Go into the optifine settings, and share the advanced usage data.
It'll be a pie chart after pressing F3

Another update:
It was in the incorrect pci spot. Lol. Moved it to the much faster 3.0 x16 spot and we're good for now. Hopefully no more crashes.
