So at first MC was running at 2 fps in vanilla with lowest settings. I updated my Graphics drivers to the latest for my driver and now I get 40 fps vanilla 50 fps Optifine on the lowest specs.
For comparison, my PC can run Rainbow Six Siege at Ultra with 4k textures at a solid 60 fps with only a few lag spikes.
Specs:
16 GB of RAM
Radeon 580 RX graphics card
Dual Monitors
AMD Ryzen 5 1400 Quad-Core Processor
64 bit (obviously)
Java JRE 8 201 (64x)
OpenGL 3.2 Core (at least)
I have tried:
Disabling vsync
Installing Optifine
Allocating more RAM (I gave it 4G, which is more than enough.)
Added -Xincgc -Xmx2048M to the Java arguments
Set Minecraft to use my 64x Java install instead of the bundled one
And yet a get so little frames, my 4G laptop with MC on 2G could run MC with like 140 fps or something, and my Gaming PC can barely do 50? Why?

I think I have a better cpu than you, being an FX 8-core. I have half your RAM, though, and based on the model numbers I'm making the assumption that you have a graphics card in the neighborhood of twice as good as mine (Radeon r7 240). The rest of your specs are practically identical to mine, so your sole issue is probably just an incorrectly-configured Optifine.
Fast Math = On
Fast Render = On
Terrain Animated = Off
That right there (mostly because of Terrain animated) should kill 90% of your problems. You might find other options in Optifine that boost things a tiny bit as well, but you will not see any bigger boost than the above three.
Keep in mind that 1.13 and 1.14 above that is a resource hog that could do with a fair bit of optimizations still. Without Optifine, 1.13 seems to feel like it runs faster (haven't dipped below 60 fps yet according to F3), but I still get all sorts of issues regarding block updates (for example, blocks breaking and not dropping anything)

I tried 1.13, 1.8.9 forge, 1.8.9 w/ optifine, both didn't work. Blocks breaking and not dropping anything on a server is just the server running slow, or if you're in single player the server tick rate is lower than usual, which is weird with 60 fps. I tried your optifine settings, no luck.
See the attachments, first is 1.8.9 w/ Optifine, all lowest settings except 16 chunk rendering distance. Second is 1.13.2 with all lowest settings except render distance. I think updating my CPU drivers (I just did that) helped a little, but I'm pretty sure all my problems are GPU/OpenGL related. I know my computer has at least OpenGL 3.2 Core. I fin it weird it's using only 13% of the memory it has, with 29% allocated to be used. 1.13.2 was ~30 frames, 1.8.9 was ~50.

Minecraft 1.13 and newer requires optimizations.
Turn off mipmapping.
What?
Tried that, it was at 4 set it to 0 no change.
