It seems to be only in Fullscreen windowed mode, when I hit F11 or hit the fullscreen button in game, it instantaneously snaps to either windowed or fullscreen mode without any lag at all.
I have a 144Hz screen myself, so I decided to test.
Just tested 1.13.2 . Created a new instance of Minecraft, launched it, set it to fullscreen, turned off v-sync and unlocked framerate limit.
Minecraft runs at 1600 fps. Alt tabbing hides the window.
So I alt-tabbed, browsed around, windowed it, un-windowed it.

So, for me, 1.13.2 is definitely running in full-screen. Although, I did notice it was very quick in switching between full-screen and windowed. This is where your wording confuses me.

Are you saying you don't believe it's in fullscreen mode, because it switches so quickly? Is it possible that you're just not used to the switching being this fast?
I have a 144hz monitor, and it doesn't work on Minecraft version 1.13/1.13.1/1.13.2 but works on anything prior to 1.13.
I don't have V-Sync on, that's a stupid response.
Yes I have the fullscreen set on "[email protected] (24bit)"
