I had recently gotten then desire to pick up Minecraft again, and updated it for the latest version. However, when I went to play on a Single Player server, it was running slower than it had before, practically running at 1 FPS.
The PC that I'm playing on was able to run it perfectly not 2 months ago, so this isn't a case of a new PC not having the capacity to run Minecraft.
My laptop's specs are: Windows 10 Version 1803, Intel Core i3 CPU @1.70 GHz, 4.00 GB RAM, 64-bit OS and processor.
I tried the following to resolve the issue:
> Turning down all graphics options to their lowest settings
> Changing the JVM arguments settings in the Launch Settings
> Fully uninstalling and reinstalling the game and resetting the laptop
> Doing the same process twice, this time deleting the old installer and downloading a new one
> Uninstalling and reinstalling Java for 64-bit
What further complicates the issue is that a friend went through the process of downloading Minecraft on their PC for me to see what the frame-rate was like and it was perfect.
I've heard people say that I should try using Optifine, but with how things have been going, I'm unsure if that would really solve my problem.
If there are any other methods that can be offered that would help solve this issue, I would be greatly appreciative.

CPU tells GPU what to do, java is a relatively slow programming language compared to C(and variants). you could run Windows 10 edition or try optifine as I use it and it definitely boosts performance or downgrade.
My computer is new and runs at 60 FPS, even with high render distance in 1.12. 1.13 drops it to ~30-40 fps... there is definitely significant performance problems. I've also seen and heard that worlds and chunks take much longer to load.
