This was solved thanks to the update aquatic faq recommended by Tails1. If you have this issue use the ADWcleaner to check ans wipe viruses.
Whenever Minecraft is launched, the game opens, but freezes on the Mojang loading screen. It doesn't load unless I got into task manager and close a Minecraft launcher (t's not the game that I close, its a separate icon (the game uses a java logo, and the launcher I close uses the grass block icon and the launcher is named "Minecraft Launcher (32 bit)"). Once it's closed the game starts up and loads just fine, however skins don't seem to load. It's not that they don't load at all, bots on servers load fine most of the time, but most players are skinless (for some reason, one or two players have skins and the rest don't). I've tried updating my skin, but that just turned me into a Steve once the game loaded. I've uninstalled and reinstalled Minecraft with no success, and my computer is fully up-to-date. I know it isn't an issue with the version of the game, since the bug still occurs on 1.13.2 as well. Is it an issue with Optifine, because although I have it installed, both Optifine 1.12.2 and vanilla 1.12.2 don't work. Any sort of help to get the game to open on it's own or for skins to reappear would be great.

Thank so much for the help! I was able to find that my computer had a virus that the adwcleaner was able to catch.
