I have a pretty new, high performance computer. I built it almost 2 years ago and I know it should be able to run Minecraft very well. I use to play modded minecraft all the time, but now I can't even seem to run vanilla minecraft! I get around 30 to 40 FPS when I'm in an area that is already loaded, but it is EXTREMELY laggy. I have an 8x Intel Core i7-4790 CPU @3.6GHz, Nvidia GeForce GTX 970/PCIe, I am running minecraft version 1.13.2 with OptiFine and Java 1.8.0_51 64bit on a 64bit computer. I have done everything I can think of, implemented a few different FPS boosters suggested by YouTubers, changed the 3D setting in the Nvidia Control Panel, and made sure that my graphics card had the most up-to-date driver, but nothing has seemed to work. I have also set java to run with high priority and closed out any programs running when mincraft is running. I dont understand what I am doing wrong or why it isn't working! I just want to be able to play minecraft again and I dont want to have to buy another computer just to do so. I have attached a screenshot for reference. Any help would be greatly appreciated.

1.13 doesnt run as lean as other versions, downgrade or deal with it because at this point theyre pouring more focus in the bedrock edition of the game because the language its written in is alot faster compared to java and they can reach a larger demographic with console versions, windows 10, and mobile versions of the game.
@EnderVampire12 Thanks for the info. I figured as much and the Windows 10/Bedrock edition runs fine on my machine. I was really just trying to get modded to work and I like the command functionality in java edition. Some of the commands I want to use only work in Java Edition.

Turn off Mipmapping.
I turned off mipmapping and it still runs really slow. The FPS ranges from up to 150 and down to 5 very quickly and sparatically

My PC is really old like its 10 years old but minecraft works pretty fine means runs at a smooth fps of 100 to 200.
Problem can be with your CPU maybe.
or try by disable every video option and set your framerate to unlimited.
