Ok, so basically, I can't seem to join Public servers at all, and my server list tells me I can't connect to server. Even direct connecting does not work. The run-down.
My Firewall has 25565 TCP and UDP forwarded, both inbound and outbound.
My Firewall has javaw.exe forwarded (Inbound and Outbound)
My Firewall has Minecraft.exe forwarded (Inbound and Outbound)
My Firewall has the Minecraft1.13.2.jar forwarded and allowed. (Inbound and Outbound.)
I have also tried turning my Firewall completely off.
My modem has all of the above done the exact same, using things like Port checker, 25565 is open to me. I can HOST a server and people can connect to it. However, I cannot connect to public minecraft servers.
I have tried DMZing my Modem, I have tried turning my Firewall off, I have tried Uninstalling and reinstalling Minecraft, I have Flushed my DNS, I have a Static IP (Again, I can host servers without a problem.) I have tried logging out and back into my account.
I have no issues connecting to any other game, I have no issues hosting other games on my PC.

Proc: Intel i7-3930k @3.20 (12CPUs)
Memory: 32GB
GFX: GeforceGTX 1060 6GB
I am hard-wired in, I am not using wireless anything.
Sometimes if I spam the refresh key, one of the servers will briefly appear online, but I cannot connect to it. (I get the above mentioned Failed to Connect to Server error.)
