I am trying to join my minecraft server but when I do it sits for several seconds on "loading terrain" then i get this error:
Internal Exception: java.io.IOException: An existing connection was forcibly closed by the remote host.
I recently updated the server to 1.13.2, but have otherwise been using this same server with the same host for a couple years.
I have the same problem when trying to join on multiple computers. I have no problem joining any other public server, vanilla or otherwise.
Others have had no problem joining my server from other locations. I have been able to join on my own laptop when on a different network.
I contacted my ISP and they walked me through a few steps which did not resolve the issue. I am also working with tech support from the hosting service, but that has been slow.
I have rebooted my computers and my router several times. I have tried everything I have found when searching google for this error.

Sounds pretty clear to me the issue is with your host. Wait for their reply or find a better one.
