What server are you trying to connect to? And if so, what version of Minecraft does the server ask for?
If its singleplayer or I guess a LAN server between friends or a survival server compared to a Minigames server, then anything you can do to make it clearer please?
Maybe its the ping and the server reach isn't likely to be stable enough for you to reach it?
That's just a bunch of theories and simple questions that could narrow it down to help out, otherwise since I'm no expert but someone will be able to answer it better than I can, until then...

I figured out the issue. When I would run my server it would use the vanilla version with forge and throw an error. I just set it up to run off of the universal forge.jar file.
