Every time I try to drag it from 4 down to 0 my game crashes and I have to restart the launcher. Its been 6 times now and it's getting incredibly old and frustrating. I'm basically computer illiterate so if some kind knowledgeable soul could explain to me in simpleton terms how to fix this I would be very grateful.

Is there a specific reason you want to adjust your mipmap lower? I'm asking because you said that you're computer illiterate so I just want to make sure you know what that setting is and what changing it will have on your game. Mipmapping takes your textures and creates copies of it at increasingly lower resolutions so they can be used on distant blocks that are rendering with less surface area than the texture was created for. Having just 2 textures, one for near and one for far, could create a distinct and noticeable difference where one is used and then the other which is why mipmapping has levels so the images can be used in layers and make the game feel smoother. Without it the game will randomly reduce textures and apply them to all the blocks across the screen which can give you a less appealing look. Logically you might think that turning off this 'extra feature' would increase fps but specifically when dealing with high-resolution images the mipmap can increase your performance by reducing the number of those high-res images the game needs to render. If you are trying to adjust your mipmap level to increase fps then that may not be the best course of action.
Some additional information would be helpful. Are you using a resource pack? If so, what pack? Are you using any mods? Have you tried it with no resource pack? Have you tried using Optifine? https://optifine.net/downloads Based on what your describing I would imagine changing the mipmap level to 0 is stressing your graphics when loading the images to the point where it can't handle it and crashes. This is just a guess since I don't know specifically in what context this is happening. Optifine is a graphical optimization mod that both improves how the game renders its assets and gives you greater control over your settings allowing for more ways to increase your fps beyond the normal default video settings. For instance my resource pack causes me quite a bit of lag due to the animation of grass but turning off animated terrain with optifine eliminates the issue with the click of a button and no change to the pack. I think your issue is going to come down to a matter or hardware and finding yourself some settings to smooth out your gameplay or upgrading your machine.
(Note that I only have minecraft installed via the twitch launcher because I use Forge mods, so this might be something that Forge or mods add instead of vanilla minecraft)
When I go into the game folder (the one that has the folders for saves, screenshots, etc. in it) there's a file called options.txt which has a line with "mipmapLevels" as an option. If that exists inside your minecraft folder, try changing the number from 4 to 0 there.
