My mousepad cursor becomes unresponsive, especially when moving. I cannot jump and place blocks at the same time either, and I cant move my cursor and attack simeltaneuously. The only way to use the action button(left key) is to stand still. When I stand still and just move my cursor to look around, it freezes suddenly, frequently. Also, sometimes the placing blocks key doesn't work. It is impossible to survive on survival mode because of this, you cannot defend yourself and can only run in a straight direction without turning. PLEASE HELP! I have minecraft 1.13.2 Windows 10, and I have tried a mouse and my mousepad. Also, they work just fine and I do have a fast computer (2.8Ghz with 8gb RAM)
EDIT: I just discovered that i do not have this issue on creative mode.

Check if palm protection is turned on.
