I was looking at this computer, and I’m not sure if when I bought it and got Minecraft my fps would be low? also I want to play mods with it probably around 20+ and I was wondering if it would handle it and run smoothly without lag.
You seem to have about the same level of computer as I've got. I dunno how the Legion y520t ranks against the AMD FX 64-bit 8-core, but I'm able to comfortably play with around 150-200 mods through version 1.12. The trick is to install Optifine and make sure to turn off terrain animations (the one that's labeled Terrain animated, you can leave every single other config option as default but I like to turn on fast math as well.) Without optifine, I get a steady 10 or less FPS no matter what video settings I use, but with Optifine I'm stable at about 150fps with things like render and particles cranked up to very high settings
I haven't bothered checking out 1.13 because mods aren't available for it yet (as far as I know) and I don't do vanilla anymore (I'd rather sniff armpits for a living.)

ah thank you so much! I have one more questions does it run shaders smoothly with your mods as well?
