I'm unsure if it's the same issue, but myself and one other had this issue. Now, I'm a total noob when it comes to this stuff, but I fixed it by downloading NBTExplorer from this forum and altering the "mob spawning" line. Minecraft, for some unknown reason, had set both our worlds to "Mob Spawning=false". No hostile mobs ever spawned for months of various in-game experiments until I manually changed that line to 'true.' Hope this helps.
PS: I should probably say where that line's hidden:
Your World Name Folder -> level.dat -> Data: XX entries -> GameRules: XX entries -> doMobSpawning: true
Click on the line, click Edit at the top of the app, type "true" then click Save up at the top.
so on my server mobs will spawn when i generate new chunks but if i kill them or they despawn they won't respawn.
If anyone know why please help it's really hard to get to end without any pearls.

then its not the same problem because mobs sometimes spawns but very very rarely and mobs also spawn from spawners
