As a matter of fact, in 1.13.1 I think I couldn't hear the rain unless I was near water, now I can.
So I have no idea what the problem could be.

Check if you have Particles turned off or minimized.
I just checked the Bugtracker and people have been reporting that they don't hear rain with Particle minimized since 1.4, the answers were "Works as intended."
Like the title says. After this last update, I am not hearing the sounds of weather.

Just testing.
I do have particles minimized.
minimizing particles also reduces the sound of rain. if you have optifine and turn it off completely it turns off even the sound.
