I tried downloading the best forge version for 1.7.10
Please clarify - do you mean 1558, the "recommended" Forge build for 1.7.10, or 1614, the "latest" Forge build for 1.7.10?
I have CCL up to date for the version I'm using.
For the 1.7.10 version of NEI, CodeChickenCore is the important mod, and CodeChickenLib will be automatically downloaded if needed.
I tried updating Java and deleting old and new versions. (None of them fixed it)
Also not specific. What exact version(s) of Java did you try, and did you make sure Minecraft was actually configured to use them?
Every time I try and run NEI (Including JEI and TMI) my game crashes and doesn't give me a crash report.
JEI only exists for Minecraft 1.8 and newer, so it's no surprise including it crashes 1.7.10 (also, if all you need is recipe lookup in those versions, you could use it without NEI). TMI is not technically related, let alone required. As far as it not giving you a "crash report", please also check the logs folder for "latest.log" and "fml-client-latest.log" which may provide useful information.
