What version are you running the game on your PC? And also are you using Vsync options for the game? Is the game modded or not?
F3 to specify or video settings changes could help; or flying through the chunks, dimension entering and exiting, mob spawning could lead to reasons why? Something must be happening in the game that's making it do so.
