No. Follow the instructions on Optifine's website.
Are you sure? I used to downloaded Forge and OptiFine in the launcher. It was during version 1.12.2
Mojang's launcher has no modification options whatsoever. Any mod needs to be installed manually following it's installation instructions.
Forge also need to install?
If you want to install forge you follow forge installation instructions, rinse and repeat with any mod you want to install.
