From what I can remember I didn't have lag spikes on 1.12 but as soon as I updated to 1.13 I have been having micro stutters in my frames and i'm not sure what is causing it.
PC Specs:
OS: Windows 10 64 bit
CPU: Intel i7 8700k @ 3.70GHz
Memory: 16GB DDR4-3200
GPU: GeForce GTX 1060 6GB
Post a screenshot with F3 enabled and your JVM arguments.
