I've got a Problem with my 2 years old Minecraft World since i Updated to 1.13.
As you can see in the screenshot i've got a tick-speed of ~150ms which is waaay too much.
I once re-converted it from the Backup (1.12) and it worked just fine again. Now with the 1.13.1 update i've got the same problem again.
I've got 16 GB Ram (4GB for MC),
Intel Core i7
GeForce GTX 1050 Ti

Edit: In the Screenshot you see the Intel(R) HD Graphics 630..This is because i forgot to open it with the other GeForce...Normally there is: GeForce GTX 1050 Ti/PCIe/SSE2...Problem is the same...

If you see your system is struggling, wouldn't it be a good idea to turn some settings down, like the render distance?

I already changed the following:
Graphics: Fast,
Render Distance: 2 Chunks
Smooth lighting: Off
Clouds: Off
Particles: Minimal
It didn't change anything
