it does mater why, it helps us understand what you are trying to achieve, if your goal is to avoid having an extra 16mb on your computer you are probably wasting your time.
I only speak / read one language. I don't need 60 other languages being downloaded / updated.
Is there a way to remove the other language packs AND prevent them from being downloaded again and again?

All language packs downloaded yet again today.
Just use one language and ignore the others.
why do you want to stop the languages being downloaded? besides, some of them are fun, like pirate.
The question remains.

Curse PremiumI just checked, and for me at least it seems to only download languages when you switch languages.
Upon inspecting the 1.13.1 .jar file, the only language in the lang folder I can find is en_us.json.
One thing you can try is
1) Make a copy of your .minecraft folder
2) Delete your .minecraft folder and have the game redownload
3) see if it downloads all the languages
If it doesn't, then just copy your saves, texturepacks, and options.txt from the .minecraft copy to the new .minecraft.

Well, you could modify the jar file so that it only displays english, or delete the language menu and button outright.
But like other posters said, it doesn't download the language unless you choose it, and you only save about 16 MB.
