I am trying to use Shaders on 1.12.2 using Optifine. I get anywhere from 40 to 55 FPS with GPU usage at about 25-45%. It is with the lower end Shaders that this happens. If I use ultra Shaders, I get more FPS. I read something about Windows thinking Minecraft isn't really an intensive game (because it isn't), but shouldn't the GPU work harder to achieve 60 FPS?
Post a screenshot with F3 enabled and your JVM arguments.

Disable GeForce experience overlay or other overlays for that matter.

Sorry, but this doesn't seem to have affected performance in any way. I disabled GeForce Experience but it did nothing. I have the MSI Afterburner software with an overlay and disabled that and used the in game FPS counter and not much was affected. GPU usage still very low. Any other ideas?

My PC Specs:
Intel Core i7-7700k (Stock)
Nvidia GeForce GTX 1080 (Moderate overclock)
16GB Crucial DDR4 2400MHz RAM (8GB allocated)
Temperatures are all OK.
I play in 1440p.

The resource pack does not really affect this performance issue.
I have also found that the lag is more consistent on multiplayer.
JVM arguments: -Xmx8G -XX:+UnlockExperimentalVMOptions -XX:+UseG1GC -XX:G1NewSizePercent=20 -XX:G1ReservePercent=20 -XX:MaxGCPauseMillis=50 -XX:G1HeapRegionSize=16M
