My computer doesn't seem to like Minecraft 1.13(.1) (not even the first 1.13 snapshot) and beyond when playing in full-screen with V-sync enabled. I want to play in full-screen, though, and Minecraft doesn't have borderless fullscreen support, so I have to use V-sync to avoid screen tearing when playing Minecraft in "exclusive" full-screen.
As for what I mean by "not liking" Minecraft 1.13(.1)... Aiming with the mouse causes a lot of jittering, to the point where it feels as though that the aiming only updates 20 times per second, despite the fact that the rest of the game (including player movement) updates 60 times per second (on my 60-hertz monitor). (The aiming does update 60 times per second, I think... but it jitters a lot 20 times per second, making it feel like 20 times per second.)
Since this does not happen in Minecraft 1.12.2 nor earlier while it happens in the first Minecraft 1.13 snapshot as well as its pre-releases and full releases, this leads me to believe that it's related to LWJGL, as all snapshots and other versions of Minecraft 1.13 use LWJGL 3, while Minecraft 1.12.2 and earlier use LWJGL 2.

Note that I enable the "smooth" camera at around 0:23 in the video, and the issue persists, showing that it's not just a hardware issue with my mouse or such.

With that out of the way... Is there a way for me to use LWJGL 2 in Minecraft 1.13(.1) (and beyond), and if so, what is it?
In case my computer's stuff is important:
CPU: Intel Core i5-4690K, 4 cores, running at 3.5 gigahertz
GPU: NVIDIA GeForce GTX 970, with 4 gigabytes of VRAM
RAM: 16 gigabytes (1 gigabyte allocated to Minecraft)
Operating system: 64-bit Windows 10
