I play on a server with a few of my friends and we just finished our new guardian farm. the only problem is that the bubble things are not all fully truned on. Some of them are oushing up, some of them arn't. And sometimes, they only go up to a certain point. very confused. We are almost certain that all of the things are source blocks, as its in an ocean. her are some pics where you can clearly see where they are not activating:
PLEASE HELP! We woked very hard on this farm and would like it to work. Is this a glitch, chunk loading error, or are we doing something wrong?
PS. We are running spigot 1.13 and I have optifine 1.13 on my pc.
Unless spigot have not updated their site, your using a dev build based on a snapshot, and that will be buggy, if you want 1.13 use the released mojang version and wait for spigot to release.
Same goes for optifine, their site lists 1.13 as 80% coded

Extreme Caution (1.13 - Current): This version is stable for those looking to run a public server based on Minecraft 1.13, but only if an entire reset of all worlds and data is performed, and all plugins in use have a Native Minecraft Version of 1.13. It is not safe to use on existing worlds. There are known Vanilla bugs that will irreparably delete data from your old world, or otherwise render it unusable. You may use this version to test conversion of your world, but you will NEED to restore your world from a 1.12.2 backup before moving onto the second wave.

Well, I converted my world to a 1.13 world before putting it on the server and it seems to work just fine. So I don't have any issue with it. I'll just wait for an update...
Ok well ijust loaded it up in vanilla 1.13.1 (downloaded the world and used on singleplayer) and it is still not working. So it has nothing to do with spigot...
Ok so I hope an admin is going close this because I figured it out. I had to go down to the soul sand and place a water bucket and it worked. Now I just have to do allllll of them. UUUUGGH!

Are you sure? My Hosting Site lists it as "Spigot 1.13"
EDIT: And also I used to run the vanilla server but it was so unoptimized we could not walk with lagging...

why would they not be source blocks? it's in an ocean...
MC does not know if it's an ocean or not. Water source blocks are created under the same conditions, see "infinite water source".
I understand that but in an ocean, there is lots of water that just fills in any gaps so why would there not be?
If the criteria to form a water source is not met it won't happen. Again read the wiki about water mechanics.
