Hey all. So, my main base is a tower in the middle of the ocean that runs from sea level to the height limit, so I can attest with complete confidence that this is something that started with 1.13. Never had any problem remotely like this before.
But yes, once I get above y=185, I start getting lag. Not framerate issues...I do get the occasional stutter, but if that's all it was, I could live with that. But this is the kind of lag where you break a block, the block stays in place for a beat or two, then breaks. Or if you're standing on top of a loose item, it takes a couple of seconds before you actually pick it up.
I've tried fighting phantoms up there, but they all move in this odd, jerky slow motion. And they land hits on me long before it looks like they touch me.
I did some testing and found that this only happens in the ocean biome. Any other biome, no lag at all.
I found some people who seemed to have had a very similar problem around 2015 that they eventually found to be caused by large numbers of squid spawning and despawning once they got to a certain height, so I'm wondering if this isn't similar...maybe the new fish are spawning and despawning in the same way? But part of their problem was an interaction with a mod they were using, and my game is 100% vanilla...no texture packs, even.

Post a screenshot with F3 enabled and your JVM arguments.
I guess my JVM arguments are:
