Sorry to bother ya guys with something like this but I can't seem to find anyone else having trouble.
I started a new 1.13 world for myself and it's been going pretty great. However, I've noticed a few weird things, for example when I tried to mate my turtles, the females just spun around non stop, never laid any eggs.
But now I've just found a few different ocean ruins and every chest I've found inside has been empty. I was wondering if they will sometime have nothing in them or is this an error with my world? Although I really hope not, I've already become attached to how far I've gotten in it! =(

And for what it's worth, turtles will only lay eggs on their "home" beach (I think actually the exact block they spawned on). So if you take a turtle back to base and try to breed it, it won't work. Supposedly if you release the turtle, it will begin travelling back to it's home and will lay eggs when it gets there. Never tried it myself.

I have tried it.
I lured two turtles into an enclosure I had on a beach and gave them seagrass to breed.
They did the whole heart-heart thing, but then they just lay there on the sand like a passed out tourist in Miami.
I broke open the enclosure to let them out.
They still just laid there, not moving, like all meaning in life was gone and they were dead inside.
So I punched one right in the nose.
Then it started moving, across land, to a beach on the opposite side of my base.
Once it got to the sand it started going crazy and throwing sand all over the place like a dog on steoroids.
Sure enough, a cluster of three eggs appeared in the sand.
I quickly fenced in the entire area to trap it, and now I can breed turtles inside the enclosure since all new turtles that are born will have the enclosure as their home beach and thus simply crawl back onto the sand again to lay there eggs.
What I have noticed though is that whether or not you get a turtle baby out of an egg seems to be rather random and infrequent. I had about 12 eggs hatch so far and only got 1 turtle baby out of it. So it seems about as rare/infrequent as getting chickens from breaking eggs.

Turtles are all over the ocean though.
Just find a sandy beach (which is nearly everywhere) and then jump in the water and swim around. You'll run across them very quickly.
Are you protecting your baby turtles from hostile mobs? They have enemies you know.... I've had 100% of my turtle eggs hatch into turtles.
Yes. I built a fence 3 blocks high surrounding the beach, lit up with torches inside, and expanded the fence into the water with fence going 1 block above surface.
I even stood outside and eyeballed the eggs as they were hatching and when the eggs disappeared (no hostiles nearby, noone inside the fence to step on them) then no turtles appeared or anything. Eggs just went poof and gone.
Maybe it's bugged or something. Either way, out of all the eggs I've seen laid on the beach I only got 1 extra turtle from it.

This is on Bedrock 1.5.2.
That's very odd. Is your fence in the water also all the way to the bottom?
Side note: Those baby turtles are tiny and difficult to see at times using my phone, much easier on my laptop.
