With Optifine, you are able to turn on Advanced Tooltips manually.
Go to Options > Video Settings > Other > Advanced Tooltips, then set it to ON.
On Mac computers, it's FN + F3 + H.

In my world in 1.13 the F3+H is not working.
I have a laptop and Premium.
What happening?

I have the same issue. I've tried everything:
[Fn]+[F3]+[h] (nothing)
[F3]+[h] (just turns up my volume, because that's the primary key function)
[Shift]+[Fn]+[F3]+[h] (opens up some debug pie chart I don't need)
[Alt]+[Fn]+[F3]+[h] (opens up frame rate which I don't need)
Ok so I solutionated my problem.
FN+F3.
