My game is currently in the latest snapshot, but this problem has been persistent since 1.13 came out. Some mobs will randomly freeze in place, and other mobs will treat them as if they are still there, the game will treat them as if the entity is still there, but they basically freeze in place. I've noticed this happen more often when the mob is hit by an arrow for some reason, but it's also happened rarely to other mob types.
I first encountered it when I was firing a bow at a creeper. I hit it at first, but all successive arrows bounced back. The creeper was completely still, but it was impossible to move the entity. In the case of things like golems, they can freeze as well, and monsters will treat them as if it still exists, but it doesn't take any damage and can't be moved. When testing it in a creative world I found that a villager I had double clicked on to create a baby villager was also completely frozen. Farmers would throw bread at it and act like it was still there, but it was completely frozen and only behaving as some sort of solid entity.
Reloading can fix it sometimes, but in one case, a blaze did not unfreeze after saving and starting again three times. Not necessarily a game breaking glitch, but I feel if it happens to a mob that is important it could be very frustrating.
