performance issues with 1.12 steadily got worse as 1.13 release approached. Every time the launcher updated the Native Widows jar files, 1.12 seemed to get slower. since the release, i get maybe 3 fps. before, it was around 30+.
I've reported to Minecraft support, MinecraftIRC, and Minecraft Bug techs. Odysseius from IRC was very helpful.
I have followed the instructions at mojang and minecraft to update and verify drivers. I do NOT have AMD, as the bug techs seem to think before dismissing my report. My PC was more than capable of running Minecraft before mid-July, and 1.13 is playable, but not supported by most of the servers i use.

Moderatorby the looks of the cpu its just an issue of old hardware, your computer is below the requirements
sure. it was running fine before mid-july. the fundamental library was changed then. I don't like having my software stolen from me this way.

the issue only affects 1.12, i can play 1.13 fine. too many armchair techs with no real solutions, i need some real help.

Curse PremiumIntel classifies your CPU as mobile, which places it into the same category as phone processors.
You can try turning off vsync, and using OptiFine with 1.12 (on its lowest possible settings). Dropping the view distance also helps.
You can also try setting your laptop's power settings to Maximum Performance, as this can sometimes increase game performance by 5-10%
Beyond that, I don't know of anything to help.
