My son's computer keep freezing on Mojang screen and then crashing. I took someone's advice to do a clean boot in windows (https://support.microsoft.com/en-us/help/929135/how-to-perform-a-clean-boot-in-windows) and then tried Minecraft again with the unnecessary programs not running. Eventually, through a process of elimination, worked out that it was a marketing program that my son had accidentally downloaded. Once I got uninstalled the program (PremierOpinion) then Minecraft worked again.
Might be worth a try doing a clean boot and seeing what programs are interfering.

Whenever I try launching the game it returns back to the launcher with the "Game Crash" prompt.

The same problem occurs when attempting to launch 1.13. I've tried running as administrator and reinstalling, both to no avail (as you can tell).
Bump.
Yet another bump.
How did you reinstall MC?
Deleted the files in the .minecraft folder (in %appdata%) and also tried reinstalling the launcher. Both didn't work.
