I've been working on a 32x resource pack and the game was always running fine with it, now 1.13 runs fine without the resource pack, but once I select it it all falls apart.
Normally I'd have about 30-40 fps. I know some of you would laugh at me, but I find that pretty playable. 1.13 does about the same, but play with that resource pack, of which I spend most of my weekend adjusting to the changes that came with the update, suddenly brings it down to 1-2 fps. Not as much of a game as an interactive slideshow.
I'm not exactly tech-savvy, and my laptop isn't the best, or the newest, but previously it worked just fine. Any ideas would be really appreciated...

firstly your using an old onboard intel GPU so thats going to limit your fps especially when it comes to using higher res packs.
and secondly your ram allocation is being overridden by a global java setting...delete the _JAVA_OPTIONS=-Xmx256mb (or 512mb) from your Enviroment Variables.

Well I never really had a problem with it before.
And the _JAVA_OPTIONS thing is not there..?
1. Install 64-bit Java.
2. Update Intel drivers.
