I'm going to guess you are using a resource pack and playing the Aquatic Update, so remove everything from your resource pack settings, so only Default remains, and see of that helps.
FYI:
There were some major changes to 1.13 resource pack structure, which pretty much breaks almost every resource pack available. Unless your resource pack specifically states it is for 1.13, it will not work correctly (and I've even seen a few supposedly updated packs that are still broken).
