I'm not sure it's a 1.13 issue but I think ever since I updated to 1.13 all the horses's texture is messed up no matter what texture pack I use including default. I ever tried going into the original texture file and uploading a new one from Nova Skins but it didn't work. Anyone know what the problem could be? This is what the horse looks like.

Default textures should work, unless there is something very wrong with your Minecraft install.
Other pre-1.13 resource packs, however, will not work without extensive modifications. Loads of stuff changed in 1.13 resource packs. I've been converting some of my favorites and it's a LOT of work. A bunch of stuff must be renamed, .json files need to be edited, many textures need to be modified, etc...
And when I say default, I mean NOTHING in your resource pack settings, not loading some kind of "default" pack, since that will almost certainly be for older versions as well. So remove everything from the resource pack settings, except the actual default resource you can't remove. That should fix your problems.
Then contact the maker of your favorite resource pack and ask if they will be updating it for 1.13.

You say its still messed up with the default textures?
The horse model was changed, so the old texture packs that haven't been updated might not display correctly. Not sure about default though....
