Whenever I choose to play 1.13 or any of the 1.13-pre versions, it just doesn't work. Please help me

The launcher console outputs this:

Download the new launcher from minecraft.net

I have the newest version, isn't there a way to make the game run on a version, like entering in the executables -version1.13 or something like that?
