I have a 1.12.2 world that is now running in 1.13 pre 9. However, the performance has decreased, I have done some a test with the same seed generating a new world in 1.12.2 and 1.13 and both these performed ok. It is just worlds started in pre-1.13 versions that I find seem to suffer in performance.
