I use my laptop to play Minecraft java edition. I haven’t been on in a while but when I heard about this new update, I was intrigued. I went on to my launcher, and noticed it said “play latest version- 1.12.2” which is not the latest version. I can’t seem to change this. Can someone please help me out? I really want to play 1.13
The official 1.13 is not released yet, but you can try the latest pre-release.
To get snapshots and pre-releases, open your launcher and go to the "Launch Options" tab. Check the box saying "Enable snapshots"
and save. To switch between the snapshot and normal version, you can find a new dropdown menu next to the "Play" button.
WARNING! Back up your world first or run the game on in a different folder in the "Launch Options" page.

1.13 is still in development. You have to enable Snapshots in the launcher.
You should also set up a separate folder for snapshot worlds, as once you load your world into a newer version you usually can't go back without breaking something.
