Recently, my computer (yesterday) started to have huge lag spikes, on all servers. It would be on 50 - 60 FPS for around a minute, then the next minute it would be 10 - 15 FPS and this would continue on and on. Normally I get 60 FPS with 4 chunks. I've tested it with Optifine and just Vanilla, but it still continues. Here are my PC specs and more info.
Otherwise I'm not sure about why, either your HD Graphics card isn't good enough (I'm no part expert so forgive me, I'm less good with Laptops/Tablets, but then again never had much problems with a Surface Pro (1st gen) with Minecraft 1.7.10 Modded so that seems unlikely).
I used to have problems like this but I forgot what I did with this, I think I reinstalled Minecraft but that I know doesn't solve everything and is a lot more effect wise than anything.
Your JVM seems fine, and Optifine should be ok. What settings do you have set towards say Smooth Lighting, Brightness, Fast or Fancy Graphics, Clouds, Particles, those bottom settings I forgot what they are called but are part of 1.9+ I think, the Entity Shadows or VBOs or something? Can you maybe screenshot that settings menu maybe? I usually lower those to the lowest possible settings and run about your JVM arguments but without Optifine since haven't used it in years and I usually play small modpacks sized experiences.
Can you also state the Minecraft version your playing on, that would be mostly helpful. I'm no good with how servers work so I'm only considering settings and otherwise for your client here to see what might need to be considered. Otherwise its maybe Internet connection. Again I'm no expert.

I know it isn't internet connection since I did a test and have 150mbps download and 20 mbps upload. I have tried VSync, didn't help. And by running server I mean like not on my PC just in general. I am using 1.12.2. My HD Graphics are good enough since before I got 60 FPS, it just started doing this. Smooth Lighting is off, Brightness is fully up, Fast Graphics, Clouds are on, Particles set to minimum and VBOs are also set to minimum.
Update all your drivers and scan all your mods for mining activities (malware)
If everything was working and suddenly its not , its best to look at disk usage and Network . Do you have Steam installed ? Looking at drive properties is your drive nearing being full ? . Whats running or downloading in the background .
Make a Linux Mint Live USB or Dual Boot your system with Linux . Run Minecraft from Linux , is problem gone ? Use Free system Testing software to find Problems

Have you tried the Vsync setting?

Just a suggestion, check your disk. Minecraft doesn't like full disk.
As far as my knowledge goes, newer laptops use SSD. And SSD storage are pretty low compared to HDD.
I'm a programmer. I use C/C++, BASIC, Assembly, and Python. If i sound too technicial, that's because it's the way i think.
