Not Responding and lag issue

I have been playing both vanilla and a modded version server version. I keep either getting bad lag to the point of if I play on the vanilla version I have it set to peaceful just so I do not die all the time (server I cannot do that so I do not travel outside of my safe zone very much). I was wonder if there is a way to help with this issue. I have 4GB of RAM. Windows 10

Are you hosting the server on the same machine you're playing the client on? CPU specs?
