I want to download a mod(villagers come alive) at this website http://www.radix-shock.com/mca--download.html . When I download the forge it says "this file can harm your computer" will it harm my computer?? Should I use a different mod and forge?

That appears to be the generic Windows 10 warning I get when I'm about to download a .jar, .exe, etc. file.
If you trust the source allow the download (keep).

If you aren't part of the solution, then you obviously weren't properly dissolved.
If you want things easier for custom modpacks use the Twitch Launcher or MultiMC5 and it will make things easier for Forge downloading and modpack setups. The likely modpack launcher sources are obvious like Twitch, FTB, Technic, AT but since your talking about Forge here I assume your going the custom modpack route.
If you want 1.13 mods, over 1.12.2 or lower, then I know Rift is your 1.13 Forge equal since I focus on that area of the community a lot and manage my own MCForums Thread on it called the Rift Discussion Thread, not intenting on plugging, just pointing out the obvious that many players unaware of 1.13 modding can find out about. Anyways, go to Curseforge for any mods for any version of the game and safe downloads compared to other dodgey sites. Even Planet Minecraft has redirects because some users are annoying, while Curseforge you can't get a download wrong unsafely at least not in my experiences. And also Rift modloader downloads obviously.
Forge uses the site I pasted above in this post. Watch a install tutorial for Forge or Rift if you want to know you doing things right, find either a mod tutorial directly or a mod spotlight video that also has a install tutorial with it on youtube maybe and that can help you out.
That way you know its safe. Modding isn't easy for everyone, make sure you stick to Curse sites like the MCForums (unless their is ad site or redirects to things from users which is annoying for me with adventure maps so I gave up on them) or Curse.com or Minecraft.Curseforge.com/mc-mods.

You should always download things like that from trusted sites.
I know nothing of that site so I can't say if it's safe or not.
I would stick to this site until I knew more about things, check out the green "Mods on Curse" button at the top of the screen.
Hopefully somebody else is more knowledgeable, but you should be careful about trusting unknown people in forums as well.
Just testing.
I play MCA mod without any problems.
Sometimes, a mod can be in conflict with other mobs, then they might crash the game.
Also, if your computer only has 2 gigs, mods might crash more often.
The worst things could happen with mods are the world might be corrupted.
MCA and the other mods won't ruin your whole computer.

I never have an warning with Forge or Rift modloader installs, and not heard of that site. Get Forge from the likely source:
