I have this problem with all versions of minecraft I go on even optifine. I could not fix this problem by changing the screen resolution or anything. The problem is that when I full screen it never actually goes full screen.
I just got a new graphics card and I went from a 9600 GT to a GTX 1050. It all happened right when I switched them and I don't know how to fix it. This is what it looks like and I would actually like it to go full screen.

Also this problem only happens when I press F11 and if I use the maximise button it works but I want it to be full screen.
Maybe if you maximise the window (outside of full screen) then press F11? Did you update your graphics drivers and remove the old ones when you upgraded your video card?

If I maximize the window outside of fullscreen it still won't work. And I am not sure if I actually removed my old graphics drivers but I did install the new ones from the manufactures website but I do not recall uninstalling the old ones.

I used nvidia updater and I am not sure if I uninstalled the old drivers. If I were to uninstall the old drivers how would I go about doing that?

Instead of pressing F11 to go into full screen try to manually go into full screen in video settings.
.
I have tried that it still does the same thing and doesn't actually go full screen

My guess would be that the Nvidia updater would've removed the old ones. Are you on Windows 10? What is your os?
I am on windows 10
64 or 32 bit? You can see this if you search msinfo32 in the search bar and look for 'System type'
64
Did you install the most recent version of the driver?
Yes, sorry for the late reply I have to get ready to go get some of my teeth removed
