I've re-downloaded Minecraft, and I've gotten the texture packs back, into the resourcepacks folder, but what do I do with my mods folder? Do I just have to reinstall forge 1.8.9?
If you're playing modded minecraft then follow the below steps.
1. Run minecraft on the version you wish to play modded on.
2. Install Forge that is the same version of minecraft that you want to play modded on. (1.8.9 minecraft, install forge for 1.8.9)
3. This should've generated a new 'Mods' folder where you can place all of your mods.
If you do not know where to put your mods then search in the bottom left (For Windows only) and type %appdata%. Open the folder labeled '.minecraft' then this is where the mods folder is located. If you do not see it follow the above steps.

You could also just manually create the folder if it isn't there...

check to see if you still have your mods in the folder? Also see if you're saves are still there?
When you delete minecraft, im fairly sure your launcher is just deleted. Forge should still exist in your versions folder. Just select it and run it
